At an intensive cultural exchange during the whole XX century and partly in the modern period, a certain segment of the cultural field consciously and intentionally was be marginalized, isolated and removed of spheres of cooperation. Certain areas called 'cultural exclusion zones' (the term S. Troitskiy, on the analogy of the name of the zone around Chernobyl) was be created. Such zones created in the cultural space of the dominant ideology, which in turn inevitably posed for philosophy and literature task of deconstruction of ideological Chernobyl zones, reactualization deliberately marginalized cultural experience of overcoming of oblivion and eventually eliminating the areas of cultural exclusion. The task of the study of the mechanism of cultural relations of the peoples is a task of current importance, since in the modern cultural space continue to be constructed in the cultural exclusion zones. The States of the former Soviet camp are in the situation of sharp change of the cultural paradigm. Social and economic transformation in them were in the nature of "shock therapy", which had a positive impact on the economy, but negatively correlated with socio-humanitarian situation in these States. There was a displacement of cultural accents, revaluation of cultural values in each of these States, worked mechanism of cultural oblivion before the relevant elements of culture and the mechanism of cultural remembering what it was under the Soviet system, expelled. The modern researcher of culture after 20 years since the collapse of the USSR and obtain the sovereignty of former Soviet republics has a unique opportunity to compare the two cultural situation (modern and Soviet), using not only foreign description, but his personal intellectual and life experience. A comparison of the two cultural situations, the analysis of changes over the past 20-30 years will identify those cultural mechanisms that are "responsible" for change, and to identify and describe a kind of 'cultural exclusion zones' (zone of loss, displacement, oblivion, memorial conservation etc). Description of the mechanisms of oblivion and the re actualization, as well as 'cultural exclusion zones' open opportunities for new description culture, not as a mechanical playing machines norms and restrictions, and as living matter. Research team appears that the analysis of the cultural space, with all the intensity of the relationships between Russia and Ukraine, for example, their certain selection in a certain area, you cannot recreate a complete picture of their interaction excluding the European factor. There is and the reverse influence of the Russian cultural space in Europe. Realizing that the study of the diversity of European ties immensely, the research team decided to restrict the German-Austrian cultural segment as a representant of the European cultural experience. The choice is influenced by a number of additional aspects: 1) the close ties between philosophers and artists (writers) of Ukraine and Russia with their German colleagues, these contacts were equally important for both the Russian and the Ukrainian culture; 2) the border situation, especially important for Ukraine, of which belonged to the Austro-Hungarian as part of the Russian Empire 3) similarity of historical experiences, the Empire period, totalitarianism and its subsequent overcome). In a sense, we can say that Russian-Ukrainian and German-Austrian model mapped to each other allow you to see many of the issues raised (areas of cultural alienation and re actualization of cultural experience). However, if we represent on the cultural map of the exclusion zone and the generally accepted (mainstream), there are border areas culture develops on the cutting edge of what is permitted and what is forbidden. These are almost all remained in the history of philosophy and literature, the authors of the era of totalitarianism, is B. Brecht, V. Mayakovsky, D. Gorin, B. Okudzhava and other borderland Phenomenon in the proposed study will be described with one hand as the above phenomenon of cultural situation developing between the territory of the forbidden, forgotten, and officially permitted. On the other hand, it should be studied as a meeting place of different cultures, creating a special edge crop type (for example, Galicia - a place of meeting of the Ukrainian and German traditions, Kaliningrad region - German and Russian). A study of this kind imply overlay and synthesis of the results of a number of humanitarian Sciences. Emphasis here -- is an emphasis on the philosophical and literary material, as the two extreme points, characterizing cultural discourse, namely it as a generalized sense and concrete, aesthetically reflexed living content. Between philosophical abstraction and artistic reality will be created research coordinate system, which allows to fully fix the epochal cultural interaction, thereby creating cultural topography.
